This story is very much a reflection of our current times. It's about being a bystander in a bad system, where the observer has little power to do anything to make things better; and also, about knowing that on rare occasions, you may actually be able to help, but that it will cost you dearly, perhaps even cruelly, to do so - and having to make the choice about how much you're willing to sacrifice of yourself in order to help someone else, and whether you'll be able to live with yourself if you don't.
I thought this story was extremely well done, and I nominated it on my Hugo Award ballot.
